AUR prereq of base-devel and all depends

Does that mean that none of the 140 packages that base-devel + all base-devel depends should be included as depends or makedeps for any AUR package?

Technically yes, practically if a tool requires some tool to be installed you probably want to list it as dep anyway (e.g. there are some scripts that require "which" during runtime in which case it should be a dep of the application)

This question sounds XY... Why do you want to know this, what are you seeking to do with the information you get from whether this should or shouldn't be set?

I realized that base-devel has many deps of its own and saw many AUR packages that have them listed. No reason beyond that.

This is about makedepends, depends has nothing to do with it.
